Following Nāṣir al-Dīn Shāh’s decree to publish four newspapers in place of the Dawlat-i ʻAlīyah-i Īrān newspaper, the first issue of the Millat-i Sanīyah-i Īrān newspaper was published on the 15th of Muḥarram 1283 in five pages, priced at five shāhī. After the publication of the first issue, there was a two-month hiatus in the newspaper’s publication, and it was reissued on 14 Rabīʻ al-Avval 1283 again under ‘Issue One’ in four pages; the second issue was published on 12 Rabīʻ al-S̄ānī 1283 AH with the same title Millat-i Sanīyah-i Īrān newspaper and from 1287 AH it was published irregularly.
The Millatī newspaper was a literary-news publication, and each issue was often dedicated to publishing the biography of one of the ancient or contemporary poets of that era. Issue 21 of the publication was published twice, on the 3rd of Rabīʻ al-S̄ānī 1285 AH in five pages and again on the 9th of Jumādá al-Ūlá 1285 AH, again under ‘Issue 21’, with content entirely different from the previous issue. Therefore, the Millatī newspaper published 36 issues throughout its publication life, with issues one and 21 each being published twice. Some researchers believe that the aforementioned duplicate issues were likely censored, and another issue was published under the same number.
The Millatī newspaper was initially intended to be written and published freely, but there is no sign of freedom or liberty in it. The publication’s director was ʻAlī Qulī Mīrzā Iʻtiz̤ād al-Salṭanah, the Minister of Science, who was responsible for publishing the newspaper, and his colleagues were Ḥakīm Sāmānī, Mīrzā Muḥarram Yazdī, Mīrzā ʻAlī Khān Nāʼīnī Ṣafāʼ al-Salṭanah, Murtaz̤á Qulī Khān, Farhād Mīrzā Muʻtamid al-Dawlah, Muḥsin Mīrzā Mīr Ākhūr (these two were learned Qajar princes), Muḥammad Ḥasan Khān Iʻtimād al-Salṭanah, Muʼayyid al-Dawlah, ʻImād al-Dawlah and Ḥakīm al-Mamālik, who worked closely with Iʻtiz̤ād al-Salṭanah in publishing 36 issues of the Millat-i Sanīyah-i Īrān newspaper or the government newspaper.
In addition to biographical accounts, the Millatī newspaper occasionally published writings by individuals such as Ḥakīm al-Mamālik titled ‘The Tale of the Old Man, the Youth, and the Child’ (issues 18-19-20). Nāṣir al-Dīn Shāh Qājār also wrote a story with the same title and theme, which was likely also from the Shah and edited by Ḥakīm al-Mamālik. At times, other materials such as health instructions from the Ḥāfiẓ al-Ṣiḥḥah of the Dawlat-i ʻAlīyah-i Īrān by Dr Tholozan, Nāṣir al-Dīn’s physician, or the translation of Dr Tholozan’s Majmaʻ al-Ṣiḥḥah were also published in the newspaper.
